At the disposal of the Russian BBC service were details of the testimony that the head of Rosneft Igor Sechin gave to the Moscow City Court in the spring on the case of ex-Minister of Economic Development Alexei Ulyukayev. Ulyukaev, who is currently serving an eight-year prison term, Sechin claimed he asked for a $ 2 million bonus, explaining that "there is no need to quarrel with the minister."
The prize Ulyukaev asked "in connection with the successful privatization" of the shares of Bashneft. Rosneft acquired a state stake in Bashneft on October 12, 2016 for 330 billion rubles.
"When uttering a request for the prize, A. Ulyukaev explained that it is not necessary to quarrel with the minister, denoting the sum of the award of $ 2 million," says Sechin's testimony.
According to him, Ulyukayev offered to prepare this amount, and then "call him on readiness."
This episode, according to Sechin, occurred during the BRICS summit in Goa on October 15, 2016. According to the investigators, the minister asked for a remuneration when the head of Rosneft and the chairman of the board of VTB Andrei Kostin played billiards. Ulyukayev allegedly showed Sechin two fingers, attaching them to the lapel of his jacket to indicate the size of the bribe.
These details surfaced in the testimony of Rosneft's vice-president for security, FSB general Oleg Feoktistov, who referred to the story of Sechin himself. Ulyukaev, however, adhered to a different version: Sechin pointed to his jacket, meaning that the minister would be presented for the award for successful privatization.
Two witnesses were summoned to court, who saw the game on billiards. They confirmed that Ulyukayev did not really stay near Kostin and Sechin for long.
It is noteworthy that at the meeting in the Moscow City Court the head of Rosneft cited a different version. Jacobs Ulyukayev demanded money "on the stairs to the second floor in the process of movement." The accused also rejected this version. He said that he could not walk the stairs with Sechin, even from a "protocol point of view." The version of extortion on the stairs also does not match the testimony of Sechin's guard Vadim Derevyagin. He said that he never lets the chief out of sight and that Ulyukayev and Sechin were together only at the billiard table.
Recall, in the loudest trial of the last year, where the issue of extorting bribes by the Minister of Economic Development Alexei Ulyukayev was considered, the main witness, the head of Rosneft Igor Sechin, never appeared. He first came to court only when the defense of Ulyukayev appealed against the verdict in the Moscow City Court in April. The head of the company came as a prosecution witness and gave an hour and a half testimony in a closed mode.
His appearance destroyed the line of defense of Ulyukayev. The main argument of the appeal was that there was no evidence in the case (Sechin accused the minister of extortion). After interrogating Sechin, the judges of the Moscow City Court almost did not change the verdict to Ulyukaev, leaving in force an eight-year term in a strict regime colony and removing only the ban on holding state debts.
About what Sechin told the court, had not previously been reported. The testimony could be known from the appellate ruling, but the Moscow City Court refused to publish it, "because part of the meeting was held in closed session."
