The Federal Service for Supervision in the Sphere of Communications, Information Technologies and Mass Communications (Roskomnadzor) warned the founder of France 24, a television channel registered in Russia, about his violation of the media law. This happened within a day after the French media regulator issued a warning to RT France, whose plot had signs of propaganda.

On the claims of Roskomnadzor to France 24 told RIA Novosti, a source in the market of television and radio.

Having studied licensing agreements, the department considered that the editorial activity of the television channel is controlled by a foreign legal entity, and this violates the norms in force in Russia, namely, Part 2 of Art. 19.1 of the Law on the Mass Media. This article limits the foreign ownership of Russian media by 20%.

In a letter sent to Media Communications, Roskomnadzor recalled the inadmissibility of violation of the law. The agency informed the founder of the TV channel that, according to the court's decision, the work of the media can be suspended. In addition, for non-compliance by the licensee with restrictions related to the establishment of TV channels, the license issued by Media Communications to France 24 may be revoked.

It is noted that information on measures to eliminate violations should be submitted to Roskomnadzor as soon as possible, accompanied by supporting documents.

According to the Unified State Register of Legal Entities, Media Communications LLC, the founder of the Russian television channel France 24, is 99% owned by Universal Communications, the sole owner of which is Leonid Lazovsky. The license for television broadcasting issued by Media Communications is valid until April 1, 2025. Also, the company owns licenses for broadcasting English Club TV and Bollywood HD.

A representative of Universal Communications, whose structure acts as the founder of the France24 channel and its distributor in Russia, told RBC that the company has not received any notifications from Roskomnadzor.

However, the fact of the warning in connection with the revealed violation was confirmed to "Interfax" by the deputy head of Roskomnadzor Vadim Subbotin. He explained that the TV channel France 24 is registered in the Russian Federation as a mass media outlet. "He has a universal license that allows him to spread in all cable networks to conclude contracts with telecom operators based on this license," said the deputy head of the department.

We will add that amendments to the law on mass media were adopted by the State Duma on September 26, 2014, on October 1 they were approved by the Federation Council and on October 14 they were signed by the president of the Russian Federation. According to the amendments, foreign countries, international organizations, foreign legal entities and citizens, as well as Russian legal entities with more than 20% of foreign capital can not directly or indirectly control more than 20% of the capital of Russian media.

Earlier in the law on mass media, the restriction on foreign participation was established only for television and radio in the amount of 50%. The new law applies to all media, including print and online publications. The changes took effect on January 1, 2016.
